Schlegel School Transportation Improvement Bill Passes House

HARRISBURG ? Legislation co-sponsored by Rep. John Schlegel (R-Lebanon) to modernize Pennsylvania’s school transportation laws passed overwhelmingly today in the state House of Representatives.

Schlegel, a member of the House Education Committee, was named co-chairman of the bipartisan School Transportation Work Group last year to examine ways to improve school transportation. The work group included school transportation contractors, statewide associations representing school business, state department officials and school district transportation directors from across the Commonwealth.

House Bill 1326 would allow for more accurate, less burdensome reporting of mileage by allowing electronic tracking or GPS systems. It would also require schools to collect and report data regarding special transportation services, homeless students and transportation by school districts for private, nonpublic and charter students; require the House Education Committee to revisit school transportation in one year to review the data and assess further changes to the law and the school transportation funding formula; and establish a Student Transportation Funding Program to allow school districts to apply for funding to help with costs associated with special transportation services.

“It has been a pleasure to work with my co-chairman Rep. Paul Friel (D-Chester) to get this bill approved in the House,” said Schlegel. “This legislation will streamline administrative processes and gather the data necessary to effectively administer and fund school transportation.”

House Bill 1326 passed the House by a vote of 201-2 and now goes to the state Senate for consideration.
